What is the UK Innovator Founder visa?

The Innovator Founder visa is for someone setting up an innovative, viable and scalable business in the UK, endorsed by an approved endorsing body. It runs for up to 3 years, can be extended, and can lead to settlement after 3 years if the endorsing body confirms the business has met the route's growth requirements.

Who this route is for

This route is for an adult setting up a new business (joining a business that is already trading does not qualify) or continuing an existing business previously assessed by an endorsing body. The business idea itself must be genuine and original, realistic and achievable given the applicant's skills and resources, and backed by structured planning for job creation and growth into national and international markets. The applicant must also show their knowledge of English and enough personal savings to support themselves, unless an exemption applies.

Requirements

  • A new business, or a significant contribution to oneThe applicant must be setting up a new business. Joining a business that is already trading does not qualify. The business must be based on an idea they generated themselves or to which they made a significant contribution.
  • Innovative, viable and scalableThe business idea must be innovative (a genuine, original plan that meets new or existing market needs or creates a competitive advantage), viable (realistic and achievable given the applicant's available resources, skills and experience), and scalable (backed by structured planning with potential for job creation and growth into national and international markets).
  • EndorsementThe business or business idea must be assessed and endorsed by an approved endorsing body, which issues an endorsement letter used with the visa application.
  • Contact point meetings with the endorsing bodyThe applicant must have, or commit to have, at least 2 meetings with the endorsing body at regular intervals during their stay, usually after 12 and 24 months, to show progress against the business plan.
  • Day-to-day management roleThe applicant must have a key role in the day-to-day management and development of the business.
  • English language at B2The applicant must show English language ability at level B2 or above, in reading, writing, speaking and listening, as measured on the Common European Framework of Reference for Languages, unless already proved in an earlier successful application or otherwise exempt.
  • Personal savingsThe applicant must show personal savings of at least £1,270, held for 28 consecutive days, unless they have already been in the UK with permission for 12 months or more. This money cannot come from the applicant's own investment funds for the business, or from money earned while working in the UK illegally.
  • Minimum ageThe applicant must be 18 or over on the date of application.
  • Settlement: business growth evidenceTo settle, the endorsing body's letter must confirm the business is active, trading and sustainable, that the applicant has an active day-to-day role, and that the business has met at least two of a published list of growth measures, for example at least £50,000 invested in the business, an annual gross revenue of at least £1million, or the equivalent of at least 10 full-time jobs created for settled workers.

Duration, meeting your endorsing body, and settlement

Permission is granted for a fixed period, and can be extended for a further period of the same length as many times as the published eligibility requirements continue to be met. During the stay, the applicant must keep meeting with their endorsing body at set intervals to show progress against their business plan; missing this, or having the endorsement withdrawn, can affect the visa. Time on the route can count towards the qualifying period for settlement (indefinite leave to remain), provided the endorsing body confirms the business has met the route's published growth and management requirements at that later date.

If the application is refused

A refusal decision sets out the reasons under the published rules. Depending on the type of decision, an administrative review may be available to check whether the decision was wrong on the information available at the time, and the refusal notice explains the options and time limits that apply.

Common questions

What does 'innovative, viable and scalable' mean for the Innovator Founder visa?
It's the published test an endorsing body applies to the business idea. Innovative means a genuine, original plan that meets a new or existing market need or creates a competitive advantage. Viable means the plan is realistic and achievable given the applicant's skills and resources. Scalable means there's structured planning for job creation and growth into national and international markets.
Do I need an endorsing body for the Innovator Founder visa?
Yes. The application must be supported by an endorsement letter from an approved endorsing body, which assesses your business or business idea before you apply.
What are 'contact point' meetings?
They're meetings with your endorsing body during your stay, at least 2 in total, usually after 12 and 24 months, to show you're making progress against your business plan. Each meeting has its own fee, paid directly to the endorsing body.
How long does the Innovator Founder visa last, and can I extend it?
It's granted for up to 3 years. You can apply to extend for another 3 years when it's due to expire, and there's no limit on the number of times you can extend.
Does the Innovator Founder visa lead to settlement?
Yes. You may be able to apply to settle in the UK (indefinite leave to remain) once you've been in the UK for 3 years, provided your endorsing body confirms your business has met the route's published growth and management requirements.
Can I bring my partner and children?
Yes. Your partner and children can apply to join you or stay in the UK as your dependants, subject to the published dependant requirements. Each dependant normally needs their own personal savings, held for 28 days, in addition to your own, unless the family has already been in the UK with permission for a year or more.
Do I need to prove my knowledge of English?
Usually yes, to at least level B2 across reading, writing, speaking and listening, unless you already proved it in an earlier successful visa application. It can be shown through a qualifying UK qualification, a degree taught in English, or an approved English test.
What if I don't need investment funds for a new business?
You don't need to show investment funds if your business is already established and was endorsed for an earlier visa, or if you've changed your business and already agreed the change with your endorsing body. Otherwise, you'll need to show your endorsing body that you have enough funding and where it came from.
